Byrne is a federal coordinating officer, and Sachtleben, an operations officer, both with the Federal Emergency Management Agency. Colbert is the pilot of the helicopter from the 3rd Infantry Division’s Combat Aviation Brigade that conducted the flight mission in support of FEMA, which is the overall lead for the federal response effort for Hurricane Irene.
