Quebradillas - Army Reserve Cpl. David Pagan primes a water pump to begin water purification from Guajataca Lake in Quebradillas, Puerto Rico, Oct. 9, 2017. The project will provide potable water for residents in nearby Isabela after the local water treatment facility was damaged by Hurricane Maria.
