Chief of the National Guard Bureau, U.S. Air Force General Craig R. McKinley, administers the oath of service to U.S. Army Lt. Gen. Frank J. Grass at a promotion ceremony honoring Lt. Gen. Grass at Garden of the Gods Club in Colorado Springs 6 p.m. Sunday. Upon receiving his third star Lt. Gen. Grass, U.S. Northern Command operations officer since Sept. 2008, assumes the position of deputy commander USNORTHCOM.
