This document outlines 03:06.810 --> 03:09.060 how the entire department will work 03:09.060 --> 03:10.838 towards fully incorporating the 03:10.838 --> 03:12.782 perspectives of women and military 03:12.782 --> 03:16.310 activities , operations and investments 03:16.310 --> 03:18.930 across the continuum of conflict in 03:18.930 --> 03:22.630 crisis . The Global Cove in 19 Pandemic 03:22.630 --> 03:24.810 provides a concrete example of the 03:24.810 --> 03:27.000 growing complexity of international 03:27.000 --> 03:29.850 crises in a situation where duties 03:29.850 --> 03:31.850 providing critical assistance , toe 03:31.850 --> 03:34.072 allies and partners around the globe in 03:34.072 --> 03:36.294 a time of acute need , we must consider 03:36.294 --> 03:39.000 the impact of this crisis on the entire 03:39.000 --> 03:41.560 population , including women and girls , 03:41.560 --> 03:42.850 to fully address it . 03:49.140 --> 03:51.251 When you look at , why is it relevant 03:51.251 --> 03:53.307 to have women involved in security ? 03:53.307 --> 03:56.140 More broadly , it's so key because 03:56.140 --> 03:59.150 women again they represent 50% of the 03:59.150 --> 04:01.460 population . But they also have 04:01.460 --> 04:03.127 qualities that the population 04:03.127 --> 04:05.170 recognizes , and those are 04:05.180 --> 04:08.020 trustworthiness and credibility . And 04:08.020 --> 04:10.350 so when you have women at every level , 04:10.350 --> 04:13.370 the population looks at the institution 04:13.740 --> 04:16.200 as more credible and trustworthy , and 04:16.200 --> 04:18.630 that is critical for success of any 04:18.630 --> 04:20.741 institution . So if you're a minister 04:20.741 --> 04:22.797 of defense , if you're a minister of 04:22.797 --> 04:25.220 security , you want your institution to 04:25.220 --> 04:27.109 be successful , you want it to be 04:27.109 --> 04:28.720 credible . You want it to be 04:28.720 --> 04:31.030 trustworthy . Having women at the core 04:31.040 --> 04:32.929 makes that happen . Interestingly 04:32.929 --> 04:35.280 enough , the National Civil Protection 04:35.280 --> 04:38.220 school leadership had actually said 04:38.220 --> 04:40.331 that they were very proud of the fact 04:40.331 --> 04:43.810 that over 55% of their local community 04:43.810 --> 04:45.921 leaders that they had trained through 04:45.921 --> 04:48.320 their civil school were actually women . 04:48.360 --> 04:51.030 And I found that interesting , not only 04:51.030 --> 04:53.086 because of the statement have made , 04:53.240 --> 04:55.462 but it also what he said . After that , 04:55.462 --> 04:57.580 he said , We have gotten MAWR 04:57.580 --> 04:59.710 information from the local community 04:59.710 --> 05:03.350 leaders in our communities in 05:03.350 --> 05:05.830 Mexico because we have women leaders 05:05.830 --> 05:08.000 who are very much in touch with the 05:08.000 --> 05:10.000 communities and how they could help 05:10.000 --> 05:12.167 their communities prepare for disaster 05:12.167 --> 05:14.890 responses . And that was just telling 05:14.900 --> 05:18.040 in and of itself are females were more 05:18.040 --> 05:20.262 likely than are males to sometimes show 05:20.262 --> 05:22.820 emotion within the home . Um , but I 05:22.820 --> 05:24.542 think that that was a learning 05:24.542 --> 05:26.764 opportunity for everybody to understand 05:26.764 --> 05:28.876 that we all deal with trauma . We all 05:28.876 --> 05:30.987 deal with loss , and it's okay , Um , 05:30.987 --> 05:33.264 it's okay to say that this job is hard . 05:33.264 --> 05:35.153 It's okay to say , you know , the 05:35.153 --> 05:37.264 veteran that we just sat with for the 05:37.264 --> 05:39.487 last 68 hours , the veteran I cared for 05:39.487 --> 05:39.220 yesterday or last week who is no longer 05:39.220 --> 05:41.930 here to identify that as a loss to make 05:41.930 --> 05:43.930 meaning of that and to honor that 05:43.930 --> 05:46.540 legacy of that individual , both within 05:46.540 --> 05:48.630 this home and within their family , 05:48.630 --> 05:50.741 their community and their legacy as a 05:50.741 --> 05:53.670 service member in veteran , I think 05:53.680 --> 05:56.300 diversity within our ranks is extremely 05:56.300 --> 05:58.411 important . It allows us diversity of 05:58.411 --> 06:00.467 thought , diversity of background of 06:00.467 --> 06:02.640 experience and being able to see 06:02.640 --> 06:04.960 individuals who look like us or from 06:04.960 --> 06:07.071 the same part of the country as us or 06:07.071 --> 06:09.293 have similar backgrounds or experiences 06:09.293 --> 06:12.430 show us that we can aspire to be 06:12.430 --> 06:14.152 whatever we want , that we can 06:14.152 --> 06:16.208 encourage others in the ranks beside 06:16.208 --> 06:18.720 below and above us to take advantage of 06:18.720 --> 06:20.720 opportunities that are presented to 06:20.720 --> 06:23.270 them , to become a leader in whatever 06:23.270 --> 06:25.270 field they choose and to succeed in 06:25.270 --> 06:27.550 those capacities . I think every 06:27.550 --> 06:29.770 individual as a human being has 06:29.780 --> 06:32.390 capacity and has competency , and 06:32.390 --> 06:33.946 sometimes we just need some 06:33.946 --> 06:36.001 encouragement to develop that I have 06:36.001 --> 06:38.001 always been exposed to strong women 06:38.001 --> 06:40.112 leaders , but seeing them really step 06:40.112 --> 06:42.168 up to the forefront of this response 06:42.168 --> 06:44.390 was heartwarming to see and they really 06:44.390 --> 06:46.557 were the right people to do it . And I 06:46.557 --> 06:46.090 think the thing that was interesting 06:46.090 --> 06:48.310 about that was they were such strong 06:48.310 --> 06:50.366 but compassionate personalities that 06:50.366 --> 06:52.532 they were excited about . Each patient 06:52.532 --> 06:54.532 that got on and off the comfort and 06:54.532 --> 06:56.866 were able to return home and was healed , 06:56.866 --> 06:58.588 and they were really just They 06:58.588 --> 07:00.699 applauded . Every single time we were 07:00.699 --> 07:02.643 able to get more patients into the 07:02.643 --> 07:04.866 center and out of the center because it 07:04.866 --> 07:04.640 meant that we were caring for more 07:04.640 --> 07:06.696 people . And I think that's a unique 07:06.696 --> 07:08.807 thing that women were able Thio bring 07:08.807 --> 07:10.918 to that , which was that they're very 07:10.918 --> 07:12.862 strong , making sure we're getting 07:12.862 --> 07:14.973 things done and getting those numbers 07:14.973 --> 07:14.790 where we needed to get the numbers to 07:14.790 --> 07:16.734 make sure that we were helping the 07:16.734 --> 07:18.623 community . But then also just to 07:18.623 --> 07:20.568 applaud each person that was going 07:20.568 --> 07:22.179 through . And so it was very 07:22.179 --> 07:24.234 interesting to see this female , the 07:24.234 --> 07:26.457 female roles that were there and it was 07:26.457 --> 07:28.401 really great . There was really no 07:28.401 --> 07:30.623 conflict between all of these different 07:30.623 --> 07:32.679 agencies coming together and the men 07:32.679 --> 07:34.846 and women working together , um , as a 07:34.846 --> 07:37.068 testament to the military and how we've 07:37.068 --> 07:39.234 come a long way that women leaders are 07:39.234 --> 07:41.401 not shocking . But the compassion that 07:41.401 --> 07:43.234 women , I think in this instance 07:43.234 --> 07:45.457 brought forward was a necessary feature 07:45.457 --> 07:47.734 to make sure that leadership was solid . 07:50.240 --> 07:52.296 From my perspective , I think having 07:52.296 --> 07:54.407 gender diversity one is always a good 07:54.407 --> 07:56.240 thing , but especially in covert 07:56.240 --> 07:58.184 operations , when there's a lot of 07:58.184 --> 08:00.129 things that would affect typically 08:00.129 --> 08:02.351 single parents , such as how they would 08:02.351 --> 08:02.100 get child care if they do need to go to 08:02.100 --> 08:04.267 the hospital and they have no one that 08:04.267 --> 08:06.433 can watch their child . We had several 08:06.433 --> 08:08.656 instances where people would show up to 08:08.656 --> 08:10.600 our military treatment sites , our 08:10.600 --> 08:12.600 ships and our field hospitals , and 08:12.600 --> 08:14.767 they had a child that they were sick . 08:14.767 --> 08:16.878 But the parent was sick and the child 08:16.878 --> 08:16.610 wasn't , and we weren't sure how to 08:16.610 --> 08:19.670 treat that . So some of the females on 08:19.670 --> 08:21.781 the team we really looked at thes and 08:21.781 --> 08:23.960 made plans for these terms of , ah , 08:23.970 --> 08:25.748 gender lens that maybe our male 08:25.748 --> 08:28.500 counterparts didn't have . And because 08:28.500 --> 08:31.120 most of our office , uh , they all are 08:31.120 --> 08:34.190 our men with stay at home moms that , 08:34.200 --> 08:36.311 you know , they didn't really have to 08:36.311 --> 08:38.478 kind of think of these things , and so 08:38.478 --> 08:38.050 I think we were able to open their eyes 08:38.050 --> 08:39.939 and bring some of those different 08:39.939 --> 08:41.772 perspectives to our planning and 08:41.772 --> 08:43.994 operations . Another gender aspect that 08:43.994 --> 08:45.883 has been playing during this Kobe 08:45.883 --> 08:48.050 pandemic has been the mortality rate , 08:48.050 --> 08:50.217 which in Guatemala has been similar to 08:50.217 --> 08:53.160 other countries , with a man dying at a 08:53.160 --> 08:56.520 rate of 3 to 4 times more than women In 08:56.520 --> 09:00.480 Guatemala , a single uh Holmes , 09:00.490 --> 09:03.280 led by women , already made 25% of the 09:03.280 --> 09:05.640 population in a very male dominated 09:05.640 --> 09:08.630 society . So with the Kobe 19 and 09:08.630 --> 09:10.750 mortality rates for males , this is 09:10.750 --> 09:13.060 living even more . Women who depend on 09:13.060 --> 09:15.730 their male partners for support to be 09:15.730 --> 09:19.010 left now on their own , vulnerable with 09:19.010 --> 09:21.232 no means of support . They're having to 09:21.232 --> 09:23.066 go into trying to find jobs , to 09:23.066 --> 09:25.630 support their families , and that just 09:25.630 --> 09:28.170 makes them more susceptible to be out 09:28.170 --> 09:31.050 in the street with the virus out there . 09:31.050 --> 09:33.217 They have more exposure for themselves 09:33.217 --> 09:35.328 and their Children , and they're also 09:35.328 --> 09:37.439 exposed to more human trafficking and 09:37.439 --> 09:40.140 gender based violence . We're seeing 09:40.140 --> 09:42.380 that women and other vulnerable groups 09:42.390 --> 09:44.334 are being hit the hardest from the 09:44.334 --> 09:46.501 coronavirus pandemic . There's been an 09:46.501 --> 09:48.710 increase in domestic violence and sex 09:48.710 --> 09:51.250 trafficking from lock down orders , and 09:51.250 --> 09:53.472 this has put a stress on women not only 09:53.472 --> 09:55.630 because of their role as primary 09:55.630 --> 09:58.700 caregivers in many situations , but 09:58.710 --> 10:01.740 also because many of them are in front 10:01.740 --> 10:05.380 line healthcare worker responsibilities 10:05.390 --> 10:07.480 in their work lives . And this has 10:07.480 --> 10:09.647 created a situation in which there's a 10:09.647 --> 10:12.740 disproportionate exposure to women , 10:12.950 --> 10:15.006 not only because of the economic and 10:15.006 --> 10:17.310 social factors , but also because of 10:17.310 --> 10:19.170 their roles in front line care . 10:24.540 --> 10:26.651 Integrating gender perspectives means 10:26.651 --> 10:28.373 understanding how gender based 10:28.373 --> 10:30.373 differences shape the needs and the 10:30.373 --> 10:32.373 outcomes off men , women , boys and 10:32.373 --> 10:34.318 girls . Now , more than ever , the 10:34.318 --> 10:36.780 covert response at home and abroad has 10:36.790 --> 10:39.190 amplified the need for integrating 10:39.190 --> 10:41.410 gender perspectives to minimize the 10:41.410 --> 10:43.650 strategic and operational blind spots , 10:43.740 --> 10:45.930 but also to maximize mission 10:45.930 --> 10:48.041 effectiveness . And by the way , it's 10:48.041 --> 10:50.208 not a women's issue on Lee . It really 10:50.208 --> 10:52.430 is everyone's issue because it is about 10:52.430 --> 10:54.374 considering the entire spectrum of 10:54.374 --> 10:56.560 human capital and human security . 10:56.570 --> 10:58.792 We're certainly on the right path , but 10:58.792 --> 11:00.959 we still have a lot of work to do . We 11:00.959 --> 11:02.959 must continue the conversation . We 11:02.959 --> 11:05.126 must ensure that women are part of the 11:05.126 --> 11:07.700 decision making process . The good news 11:07.710 --> 11:09.790 is that we have tools and re sources 11:09.800 --> 11:12.130 such as training and gender advisers 11:12.130 --> 11:14.830 like me who can assist every member in 11:14.830 --> 11:16.830 the Department of Defense on how to 11:16.830 --> 11:18.663 integrate in the perspectives in 11:18.663 --> 11:20.960 everything we do including this 11:20.960 --> 11:23.240 pandemic response , women and girls in 11:23.240 --> 11:25.184 Guatemala faced different forms of 11:25.184 --> 11:27.810 insecurity , and Kobe , 19 has come to 11:27.820 --> 11:31.420 amplify those issues . Guatemala 11:31.430 --> 11:33.880 already has high rates of them aside , 11:33.890 --> 11:35.860 and domestic violence has tripled 11:35.860 --> 11:38.810 during this period . Women , in normal 11:38.810 --> 11:42.210 times , face insecurity , um , job 11:42.210 --> 11:44.560 discrimination , workplace harassment . 11:44.570 --> 11:47.610 And now , with Kobe 19 . A lot of women 11:47.620 --> 11:51.610 that have big jobs have bean dismissed , 11:51.620 --> 11:53.453 and now they're out there in the 11:53.453 --> 11:55.990 streets , begging for food , basic 11:56.000 --> 11:58.760 items like beans and milk to sustain 11:58.760 --> 12:02.400 their family . Women , you know , being 12:02.410 --> 12:04.632 out there in the streets make them even 12:04.632 --> 12:07.300 more vulnerable . Thio the pandemic , 12:07.300 --> 12:11.190 the virus exploitation , targeting by 12:11.200 --> 12:13.060 criminal groups and even gender 12:13.060 --> 12:16.980 violence as we arm or data driven . As 12:16.980 --> 12:20.080 technology advances constantly , you 12:20.080 --> 12:22.247 really need people that have diversity 12:22.247 --> 12:24.660 of thought in solving problems that are 12:24.660 --> 12:26.716 more complex , come at you quicker . 12:26.716 --> 12:29.920 And if you could build a team , every 12:29.920 --> 12:32.142 person leads differently . Every person 12:32.142 --> 12:34.309 follows differently . But if you could 12:34.309 --> 12:36.420 build a team that is diverse , you're 12:36.420 --> 12:38.420 gonna be more successful in solving 12:38.420 --> 12:40.198 those really difficult issues . 12:40.198 --> 12:43.060 Sometimes when you're in a position 12:43.060 --> 12:45.050 where you might be one person that 12:45.050 --> 12:46.939 doesn't look like the others , it 12:46.939 --> 12:48.994 actually gives you an opportunity to 12:48.994 --> 12:50.939 really imprint your own leadership 12:50.939 --> 12:54.510 style and be able to help others see a 12:54.520 --> 12:56.630 perspective they would normally have 12:56.630 --> 12:58.686 the opportunity to see . Ah , lot of 12:58.686 --> 13:00.352 your women in the military or 13:00.352 --> 13:02.850 caregivers . And during this disaster , 13:02.860 --> 13:05.138 you know , during this covert response , 13:05.340 --> 13:07.618 you know , we've had kids stay at home , 13:07.618 --> 13:09.840 we've had to take care of elderly . And 13:09.840 --> 13:12.062 so women have had to take their role as 13:12.062 --> 13:14.229 caregivers and their family with their 13:14.229 --> 13:16.229 role in the military and have to be 13:16.229 --> 13:18.173 able to balance all of that . So I 13:18.173 --> 13:20.284 think short term solutions like , you 13:20.284 --> 13:23.960 know , teleworking and shift work . And , 13:23.970 --> 13:26.580 you know , considering liberal leaf for 13:26.580 --> 13:28.980 women now . And if we can expand that 13:28.980 --> 13:31.147 short term to the long term , to start 13:31.147 --> 13:33.369 looking at things that the military can 13:33.369 --> 13:35.369 do to help women at that mid career 13:35.369 --> 13:37.424 point when they're starting to raise 13:37.424 --> 13:39.536 families . And , um , you know , it's 13:39.536 --> 13:41.536 starting to think about the rest of 13:41.536 --> 13:43.369 their life and the rest of their 13:43.369 --> 13:45.258 military career . If we can start 13:45.258 --> 13:47.313 taking those things that we're doing 13:47.313 --> 13:49.424 now and apply those , then I think we 13:49.424 --> 13:51.369 have a better chance of video will 13:51.369 --> 13:53.591 retain women in the military . And then 13:53.591 --> 13:53.380 when they get to the senior ranks , we 13:53.380 --> 13:55.602 will have a greater percentage of women 13:55.602 --> 13:57.713 every time you put on the uniform and 13:57.713 --> 13:59.769 walk out the door , not knowing when 13:59.769 --> 14:02.047 you're going to be able to return home . 14:02.047 --> 14:04.102 You know that's challenging for your 14:04.102 --> 14:06.102 spouse , your kids , you know , and 14:06.102 --> 14:08.324 your family members , because they want 14:08.324 --> 14:08.070 to know that you're safe and you're 14:08.070 --> 14:09.903 trying to offer that reassurance 14:09.903 --> 14:12.014 whether you know you're safe or not , 14:12.014 --> 14:14.126 because you want them to be reassured 14:14.126 --> 14:15.792 and not be worried and not be 14:15.792 --> 14:17.737 stretching themselves out when the 14:17.737 --> 14:19.959 situation is already stressful enough . 14:19.959 --> 14:22.126 Since I've joined the military , we've 14:22.126 --> 14:24.126 been at war for like , 19 of the 20 14:24.126 --> 14:26.181 years I've , you know , I've been in 14:26.181 --> 14:28.403 the military right on DSO . This is not 14:28.403 --> 14:30.626 new , but it's a it's new and that it's 14:30.626 --> 14:32.737 this pandemic . It's Hey , it's where 14:32.737 --> 14:34.570 we live . It's where it's in our 14:34.570 --> 14:36.626 communities , right ? It's not going 14:36.626 --> 14:36.560 across the water to some foreign place 14:36.640 --> 14:38.862 and being there for a certain amount of 14:38.862 --> 14:40.973 time . You can put a physical barrier 14:40.973 --> 14:44.030 up to prevent or to mitigate , like 14:44.040 --> 14:46.151 combat risk , but it's different when 14:46.151 --> 14:48.690 it's just interactions are the risk 14:48.690 --> 14:51.030 right and so that that isolation and 14:51.030 --> 14:54.750 that social , um , constriction of of 14:54.760 --> 14:56.670 what you can do is impactful . 14:58.940 --> 15:02.710 So these overwhelming numbers 15:02.720 --> 15:05.230 of sick people have put a large stress 15:05.230 --> 15:07.230 on a lot of women who not only have 15:07.230 --> 15:09.341 responsibilities for their family but 15:09.341 --> 15:11.452 also our primary frontline healthcare 15:11.452 --> 15:13.619 workers . I think first and foremost , 15:13.619 --> 15:15.452 we need to be aware and actually 15:15.452 --> 15:17.730 capture the data . What kind of gender , 15:17.730 --> 15:19.841 makeup and diversity makeup we have . 15:19.841 --> 15:21.952 Figure out what our team dynamics are 15:21.952 --> 15:23.897 who might need to work a different 15:23.897 --> 15:26.119 shift .
