By direction of Secretary of War and in coordination with U.S. Northern Command (USNORTHCOM), National Guard soldiers are under federal command and control in a Title 10 status. All are serving under the command of U.S. Army North (ARNORTH). The Department of Homeland Security (DHS) is the lead federal agency.

Update as of Jan. 6, 2025: All Title 10 troops in Portland, Los Angeles, and Chicago are conducting demobilizing activities. They will return to their home units once their demobilization is complete.
Update as of Dec. 15, 2025: 100 California National Guard troops remain activated in the Los Angeles area. Our soldiers are conducting planning and training but not engaging in Federal Protection Mission operational activities.
Update as of Nov. 19, 2025: Our Title 10 footprint in Portland, Los Angeles, and Chicago has shifted to ensure a constant, enduring, and long-term presence in each city. Below is a summary of those changes:

Military members on this mission are protecting federal property and federal personnel as they enforce federal law. If necessary, they take reasonable measures to prevent the destruction or defacement of federal government property. They may temporarily restrain civilians, conduct cursory searches, or take similar measures to ensure the safety of persons on the property.
Military members are training specific to this Federal Protection Mission. Training includes de-escalation, crowd-control, and understanding the Standing Rules for the Use of Force (SRUF). The training is both academic and practical.
Members of the National Guard are mobilized under 10 U.S.C. 12406.
Military members will not be arresting protestors, as that is a law enforcement activity. Military members may temporarily restrain an individual to stop an assault of, to prevent harm to, or to prevent interference with federal personnel performing their duties. Restrained persons will be transferred to the custody of appropriate civilian law enforcement personnel as soon as practicable.
At the direction of the President of the United States and as ordered by the Secretary of War, the DoW is mobilized to protect the safety and security of federal functions, personnel, and property.
Service members have contracting for billeting, latrines, showers, handwashing stations, food service, full laundry service, bulk ice, and bulk fuel. While awaiting fulfillment of the contract, service members have adequate shelter, food, and water.
In addition to their assigned weapon, service members are mobilized with non-lethal equipment including a helmet, face shield, baton and gas mask. This equipment is strictly for crowd control.
There are National Guard troops deployed to other cities such as Washington, D.C.; however, these troops are not federalized under Title 10 authority and are not under the command of U.S. Northern Command.
